Links to Paper II Units
How the concepts in these notes explain Indian institutions in Paper II.
Use the concepts to explain an institutional mechanism. A thinkerβs name is useful only when it helps analyse why an arrangement works or fails. These are study links, not official UPSC classifications.

Worked connection
A question on district coordination can use Gulickβs departmental bases. Sectoral departments organise by purpose, professional offices by process, and the district by place. Their coexistence explains both the need for convergence and the risk of overlapping authority. A good answer identifies the interface that needs repair rather than simply recommending more meetings.
