Paper II, Unit 9: Financial Management
Follow public money through distinct stages.
Follow public money through distinct stages. A budget authorises priorities, accounts show recorded transactions, and audit tests relevant claims. Each institution answers a different question; none can substitute for every other stage.
Official wording of this unit: see the Paper II syllabus (unit 9).
Syllabus phrases and how to read them
| Syllabus phrase | Meaning and preparation focus |
|---|---|
| Budget as political instrument | Analyse distribution among sectors, territories, groups and time periods. Budget choices create winners, trade-offs and commitments; they are not purely technical calculations. |
| Parliamentary control of expenditure | Study demands for grants, cut motions, appropriation, committees and follow-up. Distinguish legal authorisation from sustained scrutiny of implementation. |
| Finance Ministry: fiscal and monetary area | Study fiscal policy, expenditure coordination and relations with monetary institutions. Do not describe the Ministry as independently determining every monetary instrument. |
| Accounting techniques | Understand cash and accrual approaches, classification, reconciliation and financial reporting. A change in accounting basis requires systems and capability, not merely a new label. |
| Audit; CAG | Explain independent external audit and reporting to legislatures. Distinguish financial, compliance and performance questions; audit findings need institutional follow-up. |
| CGA | Distinguish the Union governmentβs accounting role from the CAGβs external audit role. Do not assume that every State uses an identical departmental accounting arrangement. |
Financial accountability is a chain, and its weakest link can determine the result. Authorised spending can be incorrectly classified; correctly recorded spending can be wasteful; a well-founded audit observation can remain uncorrected. Diagnose the stage at which failure occurs.
Paper I: financial administration and accountability. Hypothetical treasury example: payment authorisation, bank credit and accounting reconciliation are separate states. A reconciliation exception is evidence for investigation, not automatic proof of loss or corruption.
Why should the success of a financial-management reform be assessed beyond expenditure utilisation?
