Syllabus phrases and how to read them
| Syllabus phrase | Meaning and preparation focus |
|---|---|
| Salient features; value premises | Connect the Preamble, rights, Directive Principles, parliamentary responsibility and federalism to administrative choices. Do not reproduce an undifferentiated polity chapter. |
| Constitutionalism | Explain limited and accountable power, legal authority and rights-based restraints. Having a written constitution is not sufficient evidence of constitutional practice. |
| Political culture | Analyse expectations, participation, patronage, social hierarchy and attitudes to authority. Show how institutions can reinforce or reshape these patterns. |
| Bureaucracy and democracy | Explore expertise versus representation, continuity versus electoral change, and discretion versus accountability. Ministers provide lawful policy direction; officials owe professional advice and fair implementation. |
| Bureaucracy and development | Relate constitutional social transformation to administrative capacity and equitable access. Formal equal treatment can coexist with unequal ability to claim services. |
An administrative answer must translate values into design. Equality suggests accessible procedures and protection against arbitrary exclusion; accountability suggests reasons, records and review; federalism suggests appropriate allocation of authority and resources. Values become meaningful through these mechanisms.
Paper I: New Public Administration, administrative law and ethics. Example: an online-only service may treat every applicant identically in software while excluding those without connectivity. Constitutional equality requires attention to substantive access as well as uniform procedure.
Can an administration be procedurally efficient yet inconsistent with constitutional values? Explain with a service-design example.
