Using the overlap in an answer
Identify the institution or problem in Paper II. Select a Paper I concept that explains a mechanism. Show how that mechanism operates in the Indian setting, test it with evidence and identify its limits. Finish with a qualified judgment about the authority, capacity, incentives or safeguards needed.
Example A question on municipal fragmentation can use systems theory from Paper I Unit 4 Organisations. Water, drainage, land use and roads are interdependent, but divided mandates can prevent joint action. The answer should identify the agencies, their resources and the coordination arrangement needed, while preserving representative accountability.
