Concept Notes: Gandhi, Citizens and Democratic Administration
Five study chapters (6–10) on Gandhian thought, the citizen–administration interface, democratic struggles, social equity and participation, and gender and environment, plus a Paper I–Paper II matrix.
EVOLVE+ MATERIAL
These notes explain five connected areas of public administration: Gandhian political thought; the interface between citizens and administration; democratic people’s struggles; social equity, participation, autonomy and flexibility; and the participation of women and disadvantaged communities in development and environmental governance. Each chapter can be studied independently. Concepts are defined before they are used, and illustrations explain how administrative arrangements affect people’s actual lives.
The central argument is that democratic administration needs more than efficient delivery. People must be able to influence priorities, obtain reasons for decisions, contest exclusion and secure remedies. Participation becomes meaningful when it changes authority and outcomes. Its quality must therefore be judged alongside equality, legal safeguards, administrative capacity and ecological sustainability.
